After a ten years engagement, on January 25th 2015, the Italian Province of Potenza was recognized as a role model for inclusive resilience by the UN Office for Disaster Risk Reduction for its unique network of 100 cities which, having the Province's coordination, committed to develop a joint path towards the communites' Resilience to Disasters and enrolled in the Making Cities Resilient Campaign by fully sharing its objectives. UNISDR Chief Margareta Wahlström met with the President of the Province, Mr. Nicola Valuzzi, and the Executive Director of the Territorial Planning and Civil Protection Office, Alessandro Attolico, and presented them the Role Model certificate in an event that was covered extensively by print and broadcast media. In the past, the region has lost thousands of its citizens to earthquakes and landslides. Ms. Wahlström singled out for particular mention the work which has been done in the earthquake prone region to ensure that 84 schools have been made safe “and that urban planning includes actions aimed at environmental protection, security and local awareness.” Potenza Province has proven its ability to guide and lead its 100 cities under a network approach in order to keep the municipalities and the community active and informed about disaster risk management by supporting and coordinating projects directly with communities. “These open dialogues with the community and major groups aim at raising awareness and enhancing individual capacities through knowledge sharing so that communities can be fully engaged in decision-making processes. Activities such as this are what makes Potenza Province a Role Model Province for Inclusive Resilience,” said Ms. Wahlström.

PANAMA - The global advocates network of UNISDR’s Making Cities Resilient campaign has embraced the Sendai Framework for Disaster Risk Reduction and committed to scale up efforts at the local level. A flagship project launched by UNSIDR five years ago to generate momentum for the reduction of urban risk, Making Cities Resilient (MCR) has grown into a global network of almost 2,700 communities and is still expanding. The Sendai Framework, a 15-year international roadmap for curbing disaster mortality and economic losses, was adopted in March at the Third UN World Conference for Disaster Risk Reduction. Conference participants also agreed to extend MCR to 2020 and increase its awareness-raising and implementation activities significantly. “Advocates are crucially important for our regions, and their contribution in implementing the Making Cities Resilient campaign in the coming years is instrumental. With the adoption of the Sendai Framework, local governments have become even more at the centre of the efforts for building resilience to disasters, and advocates will be our partners in achieving our ambitious goals at the local level,” said Ricardo Mena, Head of UNISDR’s Regional Office for the Americas, which hosted of the first global meeting of MCR advocates.

The global Advocates network of UNISDR’s Making Cities Resilient campaign currently counts about 40 experts from different countries of the world. Among them Alessandro Attolico, the executive Director of the Territorial Planning and Civil Protection Office of the Province of Potenza, who is coordinating the activities of the Province and of its Network of Municipalities and Communities on the implementation of Resilience to disasters and territorial safety. The activities carried out so far at the local level brought the Province of Potenza and its Network to recognition by UNISDR of World Role Model for Inclusive Resilience and Territorial Safety in January 2015; levering on this role model, the Province is working tirelessly to identify, build and implement actions and projects that combine sustainable development, disaster risk reduction and climate change contrasting policies, directly involving municipalities, relevant stakeholders and communities. In this perspective, the Advocates network will serve for facilitating the exchange of knowledge, best practices and networking of local areas in an international context of global level to help the implementation processes.

POTENZA - The Province of Potenza is organizing, in close collaboration with the UNISDR and the UNISDR ONEA/GETI, a training workshop with the aim of increasing the individual and professional skills of the institutional operators on the issues relates to Resilience to disasters and climate changes in urban land-use and government actions. The workshop will be held on July 20th, 21st, 22nd 2015, at the Province of Potenza Council Hall and is included in the framework of the activities related to the Municipalities and Communities Network for Resilience for which the Province of Potenza has been acknowledged as a UNISDR World Role Model (Jan 2015).

This capacity building training workshop, while promoting the importance of effective climate change adaptation and disaster risk reduction, will provide:
i) an opportunity for cities and local governments to enhance capacities in climate change adaptation and disaster risk reduction with a focus on countries/ cities Resilience Action Plans development and implementation;
ii) a platform to exchange in-depth learning from experts in the related area and to share good practices among participants;
iii) a venue for city-to-city cooperation in building resilience in cities by integrating disaster risk principles into local DRR and CCA planes, programmes and initiatives.

The workshop is addressed mainly to Mayors, city administrators and technicians working in the provincial and directly involved in the territorial sustainable and resilient development issues. This module is the first in a series of similar initiatives that will be conducted in the forthcoming months starting from September, always in close collaboration with the UNISDR and the UNISDR ONEA/GETI, with the aim of progressively covering the whole provincial territory and communities and to involve stakeholders - institutional and not - having direct involvement and expertise on the issues. Therefore the initiative is a test for the capacity building activities that will be planned and performed in the near future and the trainees of this first experimental module will be directly engaged as trainers in the activities that will be replicated to cover progressively the provincial territory and communities. This engagement is also useful for the objective of integrating Communities that, amongst others, the Province of Potenza - Municipalities Network for Resilience has established. The initiative is a further opportunity for growth to our local communities.

Sibiu - European University Capital University is an international initiative with a syncretic and interdisciplinary character, based on an original and innovative concept, which aims to stimulate cultural excellence for highlighting the European dimension of culture produced and also to demonstrate the active international role of the "Lucian Blaga" University of Sibiu and its active involvement in local communities issues. Stimulated and fed by the local, national and international partnerships of the University of Sibiu, the initiative aims to concentrate under the umbrella of "culture", a series of thematic conferences and events that highlight the merits of the City of Sibiu as European University Capital.

Among the topics covered, the connection between urban quality, sustainable territorial development, disaster risk reduction and climate change contrasting policies (in particular the adoption of sustainable energy policies, such as measures for improving energy efficiency and policies for increasing the use of renewable energy resources), issues for which the Province of Potenza has assumed a leadership role on the world stage for its policies and undertaken actions. Among these, the Structural Territorial Plan (TCP, 2013), which is the first real wide-area programming/planning document that integrates the aforementioned territorial policies, the “Municipalities and Communities” Network for territorial Resilience, the active involvement in the reviews of the world protocols on Disaster Risk Reduction (Sendai Declaration, 2015), on Climate Changes (COP21) and on the post-2015 Sustainable Development (Agenda post-2015), that are seeing the Province of Potenza as a key-player of the global consultations that are taking place with civil society and relevant stakeholders. The Province of Potenza, represented by the Executive Director of the Territorial Planning and Civil Protection Office, Mr. Alessandro Attolico, has been invited to bring its experience in order to export the “cultural” model and experiment new possibilities of transnational cooperation, such as those successfully already carried out and still running. Amongst others: Renergy Interreg IVC, dealing with energy policies for climate change contrasting; Remida MED Interreg, dealing with Public-Private-People Partnerships (PPPP) for environmental risks’ mitigation, the SMART technologies for energy performance control and monitoring of buildings and cultural awareness raising of population, the establishment of the Network "Province-Municipalities-Communities" and the implementation of the Territorial Resilience to disaster risks through the joining to the "Making Cities Resilient "global campaign coordinated by the UNISDR that led the Province to the recent prestigious recognition as a World Role Model (January 2015). As regards this last action, amongst others, the Province of Potenza initiated with the Municipality of Avrig a path of joint cooperation aimed at transferring know-how and methodology, at expanding the positive territorial actions networking to the territory of Sibiu, at mutual exchanges of good practices, all under the general umbrella of the Campaign coordinated by the United Nations for which the Province of Potenza has taken on a full and shared advocacy role. These issues, in particular, will be the subject of the work that will see the Province of Potenza and the University of Basilicata fully engaged in the four-days international event organized by the European University Capital University of Sibiu

Statement delivered on behalf of the Local Authorities Major Group

The new global Agenda for post-2015 Sustainable Development is currently in course of definition. This program will be launched at the United Nations Summit in September 2015, which is the target date for the conclusion of the Millennium Development Goals (MDGs). Similar to other global processes, the new document has being processed through a full and comprehensive program of informal consultations coordinated by the General Assembly of the United Nations. The drafting process of the new Agenda for post-2015 Sustainable Development is conducted by the Member States with a wide consultation of key-stakeholders, Major Groups, and the entire civil society who are consulted regularly in order to transpose the inputs arising from the needs and the experiences identified in the previous programming periods. Similarly to the process that led to the Sendai Declaration on Disaster Risk Reduction in March 2015, the Province of Potenza, as a member of the UN Local Authorities Major Group, is providing its own contribution on the basis of recent developments in its institutional mission on sustainable land-use and government, whose policies are included in the Provincial Structural Master Plan (TCP, 2013). The TCP, capitalizing on the strategic and positive experiences made by the Province in the past decade - in particular on the issues related to territory, risks mitigation, civil protection, high school maintenance, environment, energy and social policies - has as its fundamental strategy the combination of the three main components of territorial development: sustainable development, territorial safety and climate change contrasting policies, and as the main implementation methodology, the active involvement of stakeholders, communities and civil society. The approach led the Province to the appointment of the World Role Model for Inclusive Resilience and Territorial Safety by the United Nations in January 2015, placing it among the few local authorities in the world that distinguished themselves for positive actions in respect of their territory and citizens. From 22 to 25 June 2015, at the Headquarters of the United Nations in New York, the cycle of national consultations and of the entire civil society has been performed in order to collect calls and comments on the zero-draft of the post-2015 development Agenda that will be signed by the Member of UN conference in September 2015. The Province of Potenza has been engaged in the event on behalf of the worldwide Local Authorities Major Group.

After the 3rd World Conference on Disaster Risk Reduction of Sendai (Japan, March 2015), the Province of Potenza is following up its local engagement for outlining joint actions that Local Authorities, Organizations and Communities will implement in sustainable land-use management and in reducing disaster risks. A long process, so far been conducted by the Territorial Planning and Civil Protection Office of the Province of Potenza, strengthened by the general strategy outlined by the government of its President, Nicola Valluzzi, the Provincial Council and the Assembly of the 100 Mayors, which have been acknowledged by the UN as "World Role Model for Inclusive Resilience and Territorial Safety" in January 2015. Following up the Resilience strategy implementation, new meetings related to the Open-Ended and Open-Participative Discussion Tables with Municipalities, Major Groups and Organizations and relevant stakeholders have been scheduled.

The first meeting will take place in Marsico Nuovo, in the auditorium of the Villa Comunale, on Thursday June 18th, 2015 starting at 5.30 p.m.

The following meetings are scheduled on June 30th at 5.30 p.m. in Palazzo San Gervasio and on July 7th in Lauria at 4.00 p.m.

Finally, in the last meeting scheduled in Potenza, in the Provincial Council Hall on Thursday July 9th at 4.00 p.m, new proposals and commitments will be outlined jointly with provincial Mayors, Major Groups and Organizations, who are the actual protagonists of the Sendai Declaration implementation and of the local actions for sustainable development and for contrasting climate changes.

From November 30 to December 11 2015, France will host and chair the twenty-first Conference of Parties to the United Nations Framework Convention on Climate Change. This is a crucial deadline since it should lead to a new international climate agreement that is ambitious, binding and applicable to all countries in order to keep global warming below 2°C. France will thus play a leading international role in enabling convergence of opinions and facilitating the search for a UN consensus, but also in providing support, in the spirit of a solutions agenda, for all initiatives complementary to the international agreement as well as for local and regional companies via civil society stakeholders in order to consolidate countries’ commitments to reducing greenhouse gas emissions and adapting to the impacts of climate change and funding requirements. The Province of Potenza, in its strategy of sustainable land use and government of the territory outlined in the Territorial Coordination Master Plan - for which it has been recognized by the United Nations as “World Role Model for Inclusive Resilience and Territorial Safety (2015) - and thanks to the experience gained in important transnational cooperation on energy and climate change contrasting policies (REMIDA, Renergy, etc), takes part in it by ensuring the common commitment in the fight against climate changes and by demonstrating the contribution of Local Authorities , associations, communities, businesses and local networks, as catalysts for local sustainable development.

From 14th to 18th March 2015, Member States of the United Nations will meet for the third World Conference on Disaster Reduction in a Japanese city exposed to the risk of natural disasters: Sendai - the center of the Tōhoku region, which in 2011 was heavily damaged by the earthquake and tsunami., This fact led to the merger of the reactor cores at the Fukushima nuclear power plant. During the Conference, world leaders will have to reach an agreement, through the HFA revision, to increase their efforts in order to cope with the risks of natural disasters (including climate change, uncontrolled urbanization and the rapid population growth). The aim is to ensure, for the next few years, a strong political commitment at the highest level for a more concrete steps towards a more secure and sustainable future.

On the 4th and 5th December 2014 in Avrig (Romania), the Province of Potenza starts a pilot action to help combat climate change. The project involves the installation of a monitoring network smart consumption of energy that connects some public buildings in the same province, the City of Avrig (Romania) and the City of Tulln (Austria), having the Province the overall coordination of the actions. The initiative engages in the INTERREG Renergy and MED REMIDA projects aims to evaluate, even comparing different international contexts, specific actions that can be programmed to ensure a more efficient use of energy resources. Monitoring actions will also have an educational value as public buildings chosen are mostly school buildings.

On December 3rd, 2014 in Potenza, always as a Provincial initiative, another open dialogue towards the European Conference of Potenza in 2015 and Sendai in 2015 took place. The setting up of the open-ended and open-participative discussion table on Persons with Disabilities was very timely in the international day of disability. Among communities, special attention is paid to sensitive categories: women, elderly, youth and disabled. In fact, these should not be considered only "vulnerable", but also strong interest groups, both in terms of number and skills; social categories from which all the community and the institutions can and should benefit for the development of safe and sustainable territorial policies.

Also representing its own network of Municipalities participating in the "Resilient Cities" Campaign, the Province of Potenza is participating to the preparation of the Third World Conference of the United Nations on Disaster Risk Reduction (WCDRR) to be held in Sendai (Japan) in March 2015. On November 18th, the President of the Province, Nicola Valluzzi, and the Executive Director of the Territorial Planning and Civil Protection Office, Alessandro Attolico, met Margareta Wahlström, Special Representative of the Secretary-General of the United Nations for Disaster Risk Reduction, in a "bilateral meeting" with the participation of Paola Albrito (UNISDR Head office for Europe in Brussels), Ambra Sorrenti (National Department of Civil Protection) and Letizia Fischioni (Ministry of Foreign Affairs). The theme of the meeting focused on the coordination and promotion of the provincial 100 Municipalities Network in the government actions on environmental sustainability and territorial safety and on possibility of organizing an international meeting in Potenza in January 2015.

Also representing its own network of Municipalities participating in the "Resilient Cities" Campaign, the Province of Potenza is participating to the preparation of the Third World Conference of the United Nations on Disaster Risk Reduction (WCDRR) to be held in Sendai (Japan) in March 2015 The second intergovernative preparatory meeting (PrepCom2) took place at the UN Headquarters in Geneva on November 17th and 18th and saw the participation by the President of the Province, Nicola Valluzzi, and by the provincia Executive Director of the Territorial Planning and Civl Protection Office, Alessandro Attolico. The scope of the meeting was to contribute to the preparation of the third world conference by sharing the local experiences gained on environmental sustainability and territorial safety in territorial policies and on the formulation of further development proposals to be coherent with the current needs of the communities.

On November 24th, 2014, the open-ended and open-participative discussion table on WOMEN was set up. The discussions focused on the examination of specific "protection" needs with respect to the issues of homeland security and management of natural disasters, of the potentialities that the major group can express and of the role women can play for the improvement of the government and land use actions - institutional and not.

Every year the United Nations promote the International Day for Risk Reduction of Natural Disasters, that aims to raise awareness and enhance the ability of individuals and communities to reduce disaster risks and to spread knowledge and awareness on the importance of the prevention and mitigation practices. Every year, the UN finds a category of interest; 2014 is dedicated to the "ELDER" that, in view of the strategic objectives that the Campaign arises, are no longer considered as "vulnerable minorities" but as a strong group both in terms of number and skills; a social category of which all the community can and should benefit, thanks to a radical change of perspective. For those purposes, on October 28th, 2014 an open-ended and open-participative discussion table was set up with the aim of integrating the needs represented by the particular social group interested in the territorial government policies that the Province is coordinating through its Structural Master Plan (TCP). This event is considered the starting point of the setting-up of the open-ended and open-participative discussion tables for the inclusion of social categories (major groups) in the provincial territorial policies and government actions.

On 15th October 2014, at the European Parliament headquarters, the Final Conference of the INTERREG IVc RENERGY Project: Energy Solutions for Conscious Communities for Contrasting Climate Change. Comparing experiences and results achieved through an extensive partnership project with a glance on future developments providing a more timely involvement of the local area and the extension to climate change adaptation themes, disaster risk reduction and more generally, to the implementation of territorial and community "resilience".

On  September 25th, 2014, UN representatives in Potenza for the Conference on partnerships and Smart energy solutions for resilient Communities. In conjunction with the climate summit in the United Nations headquarters in New York, the Province of Potenza has also organized in Basilicata an international meeting, with the intent to state that the fight against climate change leads not only globally but also in local areas of the planet, so creating an action that will see the activation of public-private partnerships with the complete involvement of the population. The planned initiative has attracted the attention of major international organizations including institutional representation of the UN Office in Geneva, which will be in Basilicata for the first time for the occasion, reflecting the importance accorded to actions undertaken by the Province of Potenza and its Network of 100 municipalities of Resilient Cities Campaign and the institutional role recently taken thanks to the important contribution made in the review of the preparatory documents for the post-2015 Hyogo Framekork for Action.

From September 8th to 11th 2014, the Province of Potenza, represented by the Executive Director of the Territorial Planning and Civil Protection Office Alessandro Attolico, took part in a major initiative to promote the measures for the territorial implementation of the Resilience from disasters put in place by the Provincial Structural Master Plan (TCP), which provides for specific "structural" actions to be adopted in consultation with municipalities, until the construction of the Resilient Cities Network: the 4th International Conference on building Resilience, held at MediaCityUK, Salford Quays. From the wide comparison with other realities in the world several opportunities for exchange and indications of interest have been recorded that highlight the potential that the Resilient Province of Potenza - Municipalities Network has to propose and develop new projects for the benefit of local communities.

Prende il via la fase di consultazione diretta dei Sindaci e Referenti Comunali al fine di delineare congiuntamente lo stato dell'arte della “Resilienza” a livello locale, individuare necessità e programmare azioni future. I risultati dell'indagine saranno oggetto di discussione nei prossimi incontri coordinati dall’ONU e finalizzati alla predisposizione del Quadro d’Azione post-2015 sulla Resilienza delle Comunità (che sarà sottoscritto nell’ambito della 3^ Conferenza Mondiale sulla Riduzione del Rischio di Disastri a Sendai, Giappone, nel Marzo 2015) a cui il “Network Provincia di Potenza – Comuni Resilienti” sta partecipando con un proprio specifico contributo. Al termine del processo di valutazione, la Provincia organizzerà di concerto con l’ONU la prima Conferenza Internazionale per presentare le attività svolte dal Network e le future proposte di sviluppo locale, nell’ambito della quale ai Sindaci, in rappresentanza del Comune, sarà ufficialmente conferito l’attestato di partecipazione alla Campagna. Le consultazioni sono di importanza strategica per lo sviluppo futuro delle tematiche sul territorio ed anche un'opportunità per evidenziare esigenze, necessità, virtuosismi, delle Comunità rappresentate.

La Provincia di Potenza partecipa, anche in rappresentanza della propria Rete di Comuni aderenti alla Campagna “Città Resilienti”, ai lavori di preparazione della Terza Conferenza mondiale delle Nazioni Unite sulla riduzione dei rischi di catastrofi (WCDRR). Il primo Meeting intergovernativo preparatorio (PrepCom1) si terrà presso la Sede dell’ONU di Ginevra il 14-15 Luglio 2014 e vedrà la partecipazione dell’Assessore agli Enti Locali e Protezione Civile, Antonio Rossino, e del Dirigente dell’Ufficio Pianificazione Territoriale e Protezione Civile, Alessandro Attolico. L’obiettivo prefisso per i prossimi mesi è di contribuire alla preparazione dei lavori della Conferenza mediante la condivisione delle esperienze locali maturate sui temi della sostenibilità ambientale e della sicurezza territoriale nel governo del territorio e la formulazione di proposte di sviluppo delle stesse tematiche in coerenza con le attuali esigenze del territorio.

Con l'adesione dei primi 83 Comuni della Provincia di Potenza alla Campagna dell'UNISDR "Rendere le Città Resilienti, l'Ufficio delle Nazioni Unite per la Strategia di Riduzione del Rischio di Disastri riconosce per la prima volta la strategia che la Provincia sta adottando e ne dà immediata evidenza internazionale (http://www.unisdr.org/archive/38109). Il risultato è frutto dell'azione di Advocacy che la Provincia ha intrapreso sul territorio di competenza al fine di implementare le politiche di resilienza territoriale e delle comunità adottate come propria azione di governo con il Piano Strutturale Provinciale (novembre 2013).
